Bunch of documentation tidying for the ssl api, and add a doxycomment to PurpleSslErrorType so that it actually shows up in the HTML docs. Does anyone know why documentation of enums shows each value twice? It's really annoying.

"Related Pages" section.

You can also generate this documentation locally by installing
doxygen and graphviz dot, then running "make docs" in the
source tree.  The documentation will be in the docs/html directory.
