(allout-init): Give report also in case auto-activation was inhibited. (my-mark-marker): Test for feature 'xemacs instead of a string parse.

This directory contains the source code for the architecture-dependent
files that go in ../arch-lib.  At present, these are mostly utility
programs used by Emacs.
