(tpu-load-xkeys): Recommend to run the tpu-mapper command rather than load the tpu-mapper package.

  There is no need to make change log entries for files such as NEWS,
  MAINTAINERS, and FOR-RELEASE.

The same applies for regenerating files like configure.
