[gaim-migrate @ 16185] SF Patch #1480147 from sanmarcos- "This removes unused scrollbars (i.e, there is nothing to scroll, and the bar is visible) in GtkAccount, GtkPounce, GtkPrivacy, GtkFt and GtkPlugin."
