In msimprpl, add msim_is_valid_username() to check whether a username is valid (not whether it exists). Not used anywhere, but will help #4855.

You can also generate this documentation locally by installing
doxygen and graphviz dot, then running "make docs" in the
source tree.  The documentation will be in the docs/html directory.
