Fix our COPYRIGHT file to be UTF-8 again and add a test to the commit-check Makefile rule to catch this in the future.

You can also generate this documentation locally by installing
doxygen and graphviz dot, then running "make docs" in the
source tree.  The documentation will be in the docs/html directory.
