(x_use_underline_position_properties): New variable.
(x_draw_glyph_string): Remind in a comment to change doc string of
x-use-underline-position-properties if/when underline positioning is
implemented.
(syms_of_w32term): DEFVAR_BOOL x-use-underline-position-properties,
and initialize it to nil.
