(checkdoc-force-history-flag, checkdoc-arguments-in-order-flag):
Add safe-local-variable booleanp.
(checkdoc-symbol-words): Add safe-local-variable for list of strings.
Clarify docstring that the value is strings not symbols.
(checkdoc-list-of-strings-p): New function.
